It seems that some older versions of the Logitech MouseWare mouse drivers mistake PHPEdit for a video game, and therefore disable mouse acceleration when PHPEdit is active.
To prevent this from happening, try to update your mouse drive to the latest version, and if it doesn't solve the problem, you can disable this functionality in MouseWare in the "Movement" page in the "Mouse" windows settings panel. Uncheck the "Disable mouse acceleration in video games" checkbox and the mouse should have the normal speed in PHPEdit.
